The four projects these requirements came out of: an arts charity staging plays in a game world, a creative district, a grant practice, and a county records API.
Four projects produced the requirements on the last two pages. Three of them ran outside crypto entirely. All four are public and named here so a reader can check them.
A Stage Reborn
A Stage Reborn is a 501(c)(3) public charity, EIN 82-2040383, founded and chaired by the operator. Its purpose is to make arts opportunities and experience more accessible, and its method is to use interactive digital technology as the venue.
The company began staging plays inside Final Fantasy XIV in 2015. Open auditions, a rehearsal schedule, in-game assets for set and costume and light, and a live performance with an audience present in the room. I Want to Be Your Canary opened in December 2016 and Walter Wykes' The Worker followed the next year. Ushers were trained to usher.
Admission was free. You stood in the venue in-game or you watched the stream. The company was volunteer-run and remote, and it cast from wherever its players lived. Workshops, table readings, voice work, internships, and a mentorship and grant program came later.

A Creative District
Nebraska created a state Creative District program in 2020, administered by the Nebraska Arts Council, which certifies districts that use the arts as an economic driver. A Stage Reborn built the software for one in Minatare, a town of under a thousand people in Scotts Bluff County, Nebraska.
It is a progressive web app: an interactive map of businesses, venues and events, survey collection for the certification file, live streaming for civic meetings, and a social feed integration for distribution. It is published under CC BY-SA 4.0 and configured for a different town by changing environment variables and images, so the next town does not pay for it again.
A town that size has no software budget, and what it asks for is administrative: evidence for an application, a record of who attended, and a way for someone who could not get to the meeting to see it.
Grant Work
The operator works as a funding consultant to the development corporation serving Scottsbluff and Gering, finding, writing, administering and reporting grants for housing rehabilitation, small business development and community development.
Small organizations lose funding they already qualify for because nobody on staff has time to look for it. Open grant rounds and contracting opportunities are a standing segment on Ozwald's Signals for that reason.
Build Scotts Bluff
Build Scotts Bluff publishes a free public map of every parcel in the county: ownership, assessed value, property tax and tax-sale status, sale history, zoning, census and workforce indicators, and the funding programs a parcel qualifies for with the rule cited.
The same records are sold to software per call in USDC over x402 on Base, with no account and no API key. A parcel record is $0.010 and the county tax-sale list is $0.250. Search and funding-program matching are free at any volume.
One System, Two Users describes the same arrangement. It ran on county records before it ran on markets, and the question it settled was who pays: a person looking up their own block pays nothing, and a firm pulling the county every morning pays per pull.
The Common Structure
None of these had an audience that could fund it. Each one worked because the cost landed somewhere else: a volunteer cast, a state program, a grant, or a machine that pays per call. The terminal is free and the agent API meters for the same reason.
